What is a Personal Assistant (PA)?

A Personal Assistant (PA) is a caregiver who provides home care services to a consumer enrolled in the Consumer Directed Personal Assistance Program (CDPAP). As a PA, you:

  • Assist consumers with Activities of Daily Living (ADLs) such as bathing, dressing, eating, and mobility
  • Work under the consumer's direction—they decide your schedule and tasks
  • Get paid through PPL (Public Partnerships LLC)
  • Can be a family member or friend of the consumer

Personal Assistant Requirements

📄 Work Authorization

  • Must be legally authorized to work in the United States
  • Will need to complete I-9 verification

🛡️ No License Required

  • No special license or certification needed
  • Training will be provided through Nevvon portal

🏥 Physical Exam

  • Must pass pre-employment physical exam
  • Ensures you can safely provide required care

🪪 Valid Identification

  • Unexpired government-issued photo ID
  • Original documents required (no copies)

⚠️ Who CANNOT Be a Personal Assistant

The following people are NOT eligible to serve as a PA for a specific consumer:

  • Spouses - You cannot be a PA for your spouse
  • Parents of consumers under 21 - Parents cannot be PAs for their own minor children
  • Designated Representatives - If you are the consumer's designated representative (DR), you cannot also be their PA

You CAN be a PA for: adult children, siblings, other family members (except those listed above), and friends.

Personal Assistant Pay & Benefits

💰 2026 Pay Rates

As of January 1, 2026, all CDPAP Personal Assistants received a $0.55/hour wage increase:

  • NYC (Bronx, Kings, Queens, New York, Richmond): $20.65/hour
  • Nassau, Suffolk, and Westchester Counties: $20.05/hour
  • All Other NY Counties: $18.65/hour

ℹ️ When Do I Get Paid?

Payroll is processed weekly after the consumer approves your timesheets. Make sure to:

  • Submit all time entries by Saturday 11:59 PM ET
  • Ensure consumer approves by Sunday 12:00 PM (noon) ET
  • Set up direct deposit for fastest payment

PA Registration Process

  1. Consumer Selects You as Their PA

    The consumer will choose you to be their caregiver and initiate your registration through Ideal CDPAP.

  2. Contact Ideal CDPAP for PA Registration

    Contact IdealCDPAP for PA registration - we will walk you through the process.

  3. Complete Required Documentation

    Gather and submit all required documents (see checklist below). Original or certified copies only—no photocopies accepted.

  4. Complete Pre-Employment Physical Exam

    Schedule and pass your physical exam with an approved healthcare provider. This ensures you can safely provide care.

  5. Complete I-9 and Tax Forms

    Fill out your I-9 (work authorization), W-4 (tax withholding), and direct deposit forms for payment.

  6. Complete Training in Nevvon Portal

    Nevvon training must be completed promptly after registration to remain compliant.

  7. Download Time4Care App for EVV

    Download PPL's Time4Care app to your smartphone for Electronic Visit Verification (EVV). You'll use this to clock in and out for every shift.

  8. Begin Providing Care

    Once everything is approved, you can start working! Clock in/out using the Time4Care app and follow the consumer's care plan.

  • Original documents only - Photocopies will be rejected
  • Complete all forms accurately - Errors delay processing and payment

Ongoing Compliance Requirements

Once you're registered and working, staying compliant ensures you get paid on time and can continue providing care. Here's what you need to do:

Electronic Visit Verification (EVV) Requirements

EVV is a New York State requirement that electronically captures the time you clock in and out for each shift. This protects both you and the consumer by accurately recording your work hours.

How EVV Works:

  1. Download Time4Care App or Use Telephony: App available for iOS and Android, or use the telephony call-in line
  2. Clock In: Open the app at the start of your shift and tap "Clock In" or call the telephony line
  3. Clock Out: At the end of your shift, tap "Clock Out" in the app or call the telephony line
  4. Submit Hours: Review and submit your timesheet by Saturday 11:59 PM ET

💡 EVV Compliance Goal: 90% or Higher

Time4Care app or telephony should be used for every shift.

Why it matters: Low EVV compliance rates may result in compliance issues.
