What is a PPL facilitator, and why does my choice matter?

Public Partnerships LLC (PPL) is New York’s statewide fiscal intermediary for CDPAP — the organization that processes payroll for all personal assistants across the state. A PPL facilitator is an approved organization that helps consumers and PAs navigate the enrollment process, complete required documentation, and stay in compliance throughout their time in the program. While PPL handles payroll, your facilitator handles everything else: your questions, your paperwork, your support when something goes wrong. Choosing the right one makes the difference between a smooth enrollment and weeks of frustration.

What does Ideal CDPAP do as a facilitator that PPL doesn't?

PPL is a payroll processor — they handle PA payments and maintain the statewide enrollment infrastructure. Ideal CDPAP is your day-to-day support system. We verify your eligibility, walk you through the MOU and registration forms, train PAs on the Time4Care app, troubleshoot enrollment issues, communicate in your preferred language, and answer the phone when you call. We’re the human layer between you and the system — and that’s exactly where most people need the most help.

Can I switch PPL facilitators if I'm unhappy with my current one?

Yes. Consumers have the right to transfer their PPL facilitator at any time. The transfer process involves selecting Ideal CDPAP as your new facilitator and completing a new MOU through PPL@Home. Your PA’s enrollment, your approved care hours, and your Medicaid coverage are not affected by a facilitator transfer. If you’re not getting the support you need from your current facilitator, switching is simpler than most people expect — and we’ll guide you through it.
